PIC-O-DE-CROP COMPETITION RULES 2024

 

In the following Rules and any amendments hereto (except as otherwise expressly provided or unless the context requires) the singular includes the plural and vice versa, the masculine includes the feminine and the neuter.

 

  1. NAME OF THE COMPETITION
    1. The name of the competition shall be the Pic-o-De-Crop Competition which comprises the Preliminary and Final.
    2. The Pic-o-De-Crop Competition (hereinafter referred to as The Competition) is organized and administered by the National Cultural Foundation (NCF).
  1. ELIGIBILITY
    1. A calypsonian wishing to participate in The Competition must be:
      1. A citizen of Barbados or
      2. Legally resident in Barbados
      3. A member of one of the registered calypso tents for the Crop Over Festival in 2024.
      4. Participation in the competition is restricted to individual performers only.

 

  1. If the calypsonian is not a citizen or legal resident of Barbados, he/she must present evidence to show he/she is actively pursuing legal residence prior to the deadline for Registration indicated at 3 (a) below.
  2. Each Calypsonian must be at least 16 years old at the date of registration indicated at 3 (a) below.
  1. REGISTRATION
    1. All persons interested in participating in this competition must register for participation by completing the NCF-approved on-line Registration Form via www.ncf.bb no later than 4:00 p.m. on Monday, May 13th, 2024.
    2. Participants whose Registration Forms have not been received by the NCF by the deadline indicated at 3(a) above shall not be eligible for participation in the Competition. 
    3. All songs entered in this competition must be original (that is the song should not have been performed by any Artist including the participant at any previously judged NCF competition or any other competition). Where there is a complaint that a song does not conform to this requirement, the complainant may be required to produce evidence to support the complaint. 
    4. The penalty for violation of Rule 3(c) shall be disqualification from the competition.
  2. ARBITRATION
    1. The NCF shall appoint an Arbiter to preside over the administration of the adjudication process of the competition and shall vest in him/her the authority to rule on appeals and matters in dispute or requiring clarification or settlement during the competition.
    2. All complaints related to the Competition shall be submitted, in writing, to the Arbiter in a sealed envelope addressed as follows:

  1. All decisions made by the Arbiter shall be final and binding on the competitors and the NCF.
  1. ADJUDICATION
    1. A panel of judges shall be selected for the adjudication of The Competition. 
    2. The NCF shall determine the composition of the panel of judges and shall appoint a member of the panel to be Chief Judge.
    3. The Competition shall be judged in two (2) stages – Preliminary and Final.
    4. Separate judging panels will be selected for each stage, with the exception of the Chief Judge. 
    5. The names on the judging panels shall be publicly announced before the commencement of the Preliminary stage. The names of the judges for the Final stage shall be publicly announced before the commencement of the Final stage.
    6. The Chief Judge in consultation with the panel of judges shall be the final judge as to whether behaviour is indecent, obscene or in excess of the boundaries of good taste.
  2. STIPULATIONS
    1. If a calypso performed contains lyrics other than those previously approved by the NCF, the calypsonian may be disqualified from the competition, if it is shown that the calypso is not in good taste or may be in breach of any relevant law.

 

  1. Where the NCF has informed a calypsonian that his or her lyrics, in full or in part, may be construed as being in contravention of the Laws of Barbados and directs that calypsonian to replace those offending words  with suitably acceptable words in accordance with the Laws of Barbados and that calypsonian willfully performs the offending lyrics or a variation that is substantially similar during any judging stage of the Competition, that calypsonian maybe immediately disqualified from further participation in the Competition and may be subject to all legal cost incurred by the NCF in responding to or defending any actions brought against it as organizers of the Competition.  The calypsonian may also be prevented from future participation in NCF-produced competitions for a period not in excess of five (5) years. 
  2. A calypsonian shall be held accountable for the actions of all individuals whom he or she brings on stage during the Competition, including all supporting acts.
  3. If, during the Competition, a calypsonian or any of his/her supporting acts makes any gesture or action that exceeds the bounds of good taste, the calypsonian may be disqualified from the Competition.

 

  1. MUSICAL BAND
    1. A Musical Band selected by the NCF, will accompany all calypsonians at the Final stage of the Competition, and arrangements shall be made for the calypsonian to rehearse at least twice with the Festival Band, prior to the staging of the Finals.
    2. Subject to approval by the NCF, a calypsonian may be allowed to augment the Festival Band, at the additional expense of the calypsonian, by adding instrumentation not provided by the NCF. This request shall be made in writing to the NCF within forty-eight (48) hours of the announcement of the calypsonian’s advancement to the Finals. There must be at least one (1) rehearsal with the augmented Festival Band.
  1. Additionally, all band augmentations must be discussed with stage management and the event sound provider at the Technical Rehearsal and/or rehearsed on stage prior to the Grand Rehearsals. 
    1. Each calypsonian selected to compete at the Finals shall provide scores for the songs to be performed by 4:00 pm on Monday, July 22, 2024 to the designated NCF officer as follows:
  • First Trumpet  2 copies
  • Second Trumpet 2 copies
  • 1st Trombone  1 copy
  • 2nd Trombone  1 copy
  • 1st Alto Sax 1 copy
  • 2nd Alto Sax 1 copy
  • 1st Tenor Sax 1 copy
  • 2nd Tenor Sax 1 copy
  • Baritone Sax 1 copy
  • Bass Guitar 1 copy
  • Guitar                   1 copy
  • Keyboard 1 1 copy
  • Keyboard 2 1 copy
  • Conductor Score 1 copy (substitute one (1) First Trumpet)
  • Drum Score 1 copy (substitute one (1) First Trumpet)
  • Percussion 1 copy (substitute one (1) First Trumpet)

  

  1. Changes to the scores will not be accepted after the respective calypsonian’s second rehearsal.
  2. Only physical scores shall be accepted and those emailed will not be acknowledged.

 

 

  1.  PRELIMINARIES
    1. Judging at the Preliminary stage will take place during a public performance of a Calypso Tent duly registered with the NCF or at a designated event or venue by the NCF. 
    2. Each calypsonian may make two (2) appearances on stage but will be required to indicate in writing the song he/she shall be performing for judging.
    3. Even though the use of props shall be allowed at this stage of the Competition, they will not be a consideration for awarding points.
    4. In the Preliminary stage of the Competition, the points system to be used by the panel for judging will be as follows:

 

  • Melody  – a maximum of  35 points
  • Lyrics   – a maximum of 35 points
  • Rendition – a maximum of 15 points
  • Arrangement – a maximum of 15 points

 

 

Melody-An expression of musical tones that produces a distinctively recognizable pattern in conveying the mood and feeling of the lyrics.

Lyrics-The words of the song that express the singer’s mood, feelings and thoughts in dealing with the subject.

Rendition-The act of delivering the song through the use of appropriate tone, key, enunciation, registers and sync.

Arrangement-The adaptation of a song for performance through harmonization of voice and/or instruments to produce a distinct melodic phrasing and structure.

 

  1. The seventeen (17) calypsonians scoring the highest points of those judged in the Preliminary stage shall be selected to compete at the Final stage of the Competition. 
  2. In addition to the seventeen (17) calypsonians chosen in 8(e) above, the calypsonian having the eighteenth highest points shall be selected as the Reserve.
  3. In the event that one of the chosen finalists is disqualified or for any other reason unable to advance to the Final, then the Reserve shall compete in the Final. 
  1. FINAL
    1. The calypsonians at the Final stage of the Competition (“the Finalists”) shall comprise the calypsonians publicly announced to compete at the Final stage after the completion of the Preliminary stage and the reigning Monarch.
    2. In the event that the reigning Monarch should fail to defend his or her title, then the Reserve shall compete at the Final stage. 
    3. In the event that one of the chosen Finalists is disqualified or for any other reason unable to advance to the Final, then the Reserve shall compete in the Final. 
    4. Should the Reserve not be required to perform at the Finals, he/she will be paid an appearance fee. 
    5. The Finalists and the reigning Monarch or their duly appointed representatives shall assemble at the NCF’s Headquarters, West Terrace, St. James, on the date and time indicated by the NCF, to participate in a draw to determine the position in which they will appear on stage to render their performances
    6. The Finalists and the reigning Monarch or their duly appointed representatives shall present to the designated NCF officer, on the date and time indicated by the NCF, two (2) copies of the lyrics to be vetted by the NCF and one (1) full set of musical scores for the calypso which they will sing at the Final stage.  The name of the composer shall be clearly indicated on the copies of the lyrics submitted and the musical scores shall also indicate the name(s) of the composer and arranger.
    7. Upon receipt of the lyrics and musical scores of the calypsos to be performed at the Finals, the NCF shall present each Finalist with a performance contract to perform at the Final. The Finalists shall sign and return the contracts to the designated NCF officer as required before the forty-eight (48) hour deadline. A Finalist shall not be allowed to compete if he/she fails to return the signed contract to the designated NCF officer as required. 
    8. The NCF will vet each of the calypsos submitted and return those with lyrics considered to be defamatory or beyond the bounds of good taste to the Finalists within forty-eight (48) hours. 
    9. Where lyrics are considered defamatory or beyond the bounds of good taste, the relevant Finalist(s) will be required to submit the amended lyrics within twenty-four (24) hours of receipt. Until this process is completed, the Finalists shall not be allowed to participate in rehearsals nor shall the performance contract be executed by the NCF.
    10. In the Final stage of the Competition, the points system to be used by the panel for judging will be as follows:

 

  • Melody  – a maximum of  25 points
  • Lyrics   – a maximum of 30 points
  • Rendition – a maximum of 30 points
  • Arrangement – a maximum of 10 points
  • Presentation         – a maximum of   5 points

Presentation: The theatrical element/dimension of the work as it unfolds on stage. This includes the use of               costuming, props, supporting cast, and effects to deepen the audience’s understanding and heighten their               experience of the unfolding work.

 

  1. The Rank System of judging would be in place at the Final stage and Value Points assigned to the scores of each judge as follows:

  1. In the event of a tie in the value points, the tie is broken by determining the ranking given to each competitor by the Judges in the original scores.

 

 

 

 

 

 

 

 

  1. GENERAL

 

  1. Calypsonians shall report to the NCF Stage Manager at the venues selected for the staging of the Final no later than one (1) hour before the scheduled start time of the event. 
  2. Failure to comply with this stipulation shall result in the reduction of the prize monies awarded at the Final stage as follows:

10% if the calypsonian is up to fifteen minutes late or

25% if the calypsonian is over fifteen minutes late. 

  1. The content of the presentation will be at the discretion of the calypsonian. At the Final stage of the Competition, however, each calypsonian shall be limited to a combined maximum of ten (10) supporting persons as part of his/ her entire performance, excluding three back-up vocalists; band augmentation to a maximum of four (4) musicians; and a maximum of two (2) production/technical passes. However, only eight (8) supporting persons can appear with the artiste on stage at any given time.  The calypsonian in making a request for passes would be required to specify the name and role of each supporting person for whom a pass is requested. 

 

  1. Should a calypsonian fail to observe Rule 10 (c) above, a designated NCF officer shall inform the Arbiter and Chief Judge of the breach immediately after the calypsonian’s performance has ended.
  2. The penalty for violation of Rule 10 (c) shall be a deduction of a maximum of five (5) points by the panel. The Chief Judge shall inform the calypsonian or the calypsonian’s appointed representative of the violation and penalty imposed. A written notice of the violation and penalty imposed shall be signed by the calypsonian or his/her representative, and a copy shall be given to that person. 
  3. A maximum of ninety (90) seconds shall be allotted for presentations preceding each performance from the time the Master of Ceremonies introduces the calypsonian, to the first vocal note performed by the calypsonian or the back-up vocalists or the first musical note played by the band of the song to be judged; and shall include presentations at the end of the performance, when the choreography or dramatization comes to a final halt. 
  4. All video presentations that are to be used at the Finals must be submitted to the designated service provider by 4:00 p.m. Monday, July 29, 2024. Videos not presented by this deadline will not be accepted for the event.

 

  1. At the Final stage of the competition, props shall be allowed. Finalists, however, may present digital presentations by utilizing the screens that shall be provided. 

 

  1. The calypsonian’s performance at the Preliminary and Final stages of the Competition shall not exceed seven (7) minutes duration and will be timed by the official time-keeper, from the commencement of the first musical note played by the band or the first vocal note performed by the calypsonian or the back-up vocalists; and end at the last musical note played by the band or the last vocal note performed by the calypsonian or the back-up vocalists.

 

  1. A violation of Rule 10 (i) shall result in a one (1) point deduction by each judge for every minute or part thereof over the seven (7) minute limit up to a maximum of five (5) points per judge. Where a violation occurs, the designated NCF officer shall at the end of the performance inform the calypsonian or his/her representative verbally and then in writing within forty-eight (48) hours after the occurrence. 
  2. Where more than one calypsonian appears on stage, the designated NCF officer shall be notified, before the commencement of the performance, as to which one of the calypsonians is to be judged.
  3. At the Final stage of the Competition the calypsonian shall appear and perform in his/her correct position as drawn and verified. A calypsonian failing to comply with this rule shall perform in the position determined by the NCF.
  4. Failure by any calypsonian to comply with the reasonable instructions of the designated NCF officer may result in his/her disqualification from the Competition.  
  5. The scores of the artistes for the Preliminaries and the value points and rank of the artistes for Finals shall be made public after the Final stage of the competition.  
  6. At the Finals of the Competition, Calypsonians who are sponsored shall inform the NCF of their sponsors and shall follow the directions given by the NCF in order to ensure that there is no conflict between competing products or services as determined by the NCF.  Each Calypsonian shall further ensure that he/she bears no signage on his/her person or on stage that refers to products or services which compete with those of the Competition’s sponsors.  
  7. Individuals under the age of sixteen (16) years shall not be allowed to accompany a calypsonian backstage at the Final of the Competition. 
  8. Calypsonians shall not be accompanied on stage at the Finals of the Competition by individuals under the age of sixteen (16) years old when the Competition is sponsored by an alcohol or tobacco product. 
  9. Each calypsonian participating in the Finals of the Competition shall be issued with an appropriate pass by the NCF to facilitate entry to the Event and to the backstage area.  Calypsonians not displaying the correct passes shall not be allowed access backstage.
  1. PROMOTION
    1. The calypsonian agrees that should he/she be selected as a Finalist in the Competition, the NCF shall be entitled to use his/her performance or part thereof or his/her image or likeness in the promotion of the Competition and Crop Over generally in the subsequent years.
  2. MONARCH OBLIGATIONS
    1. Where the Monarch is presented with a vehicle as part of their winnings, the Monarch should take immediate possession of the vehicle and may be liable for any charges incurred should the vehicle remain on the property of third parties for more than 7 days after the official presentation of vehicle to the monarch, or any charges incurred in the removal of the vehicle from such property. 
    2. The monarch at the time of winning The Pic-O-De Crop Competition is obligated to enter into negotiations with the sponsor of the vehicle regarding the use of his/her image and/or likeness in the promotion of their brand.

An appearance fee of $1500.00 will be paid to all Finalists

 

An appearance fee of $2500.00 will be paid to the Reserve in the event he/she is not required to compete at the Final.
