NIFCA 2023 ADULT FILM/VIDEO COMPETITION
RULES AND REGULATIONS
1. NAME OF THE COMPETITION
- The name of the competition shall be the NIFCA Adult Film/Video
Competition (the Competition) which is organized and administered by the National Cultural Foundation (NCF). These Rules apply to those persons wishing to enter the Competition.
2. ELIGIBILITY
Persons wishing to enter the NCF competition shall be:
i. Citizens of Barbados or
ii. Legally resident in Barbados.
3. ENTRY TO THE COMPETITION
- To enter the NIFCA Film/Video competition, persons must properly fill out the relevant entry form and submit it to the NCF along with the Film/Video entry on a flash drive/memory stick by 11:00 p.m. on Monday, October 23rd, 2023.
- Entries must be enclosed in an envelope addressed to NIFCA 2023 Film & Video Entry, National Cultural Foundation, West Terrace, St. James.
- Entry to the competition is open to individuals or groups. All group entries must be signed by the designated leader of the group.
4. ARBITRATION
a) Prior to the deadline for submission of entry forms, the NCF shall appoint an Arbiter to decide and adjudicate on any appeals, complaints and matters in dispute or requiring clarification arising from these Rules.
b) All complaints related to the Competition shall be submitted, in writing, to the Arbiter in a sealed envelope addressed as follows:

c) All decisions made by the Arbiter shall be final and binding on the competitors and the NCF.
5. RULES OF THE COMPETITION
a) All entries shall be original work filmed in Barbados. Permission should be sought for use of copyrighted music.
c) The work to be judged shall not have been entered in any previous NIFCA competition or exhibition;
d) Each participant is allowed a maximum of two entries.
e) Films/Videos can be made using any technique that is suitable for the upload of film entries to a secure NCF site for assessment by the Judging Panel.
f) The National Cultural Foundation shall not be liable for any claims or complaints from any person(s) depicted in the competition entries, should these be used for screening purposes.
g) Unless specific written notice is given to the contrary, the NCF reserves the right to print and screen 30 – 60 seconds of film/video and any accompanying information for promotional purposes;
h) Production credits must be included on film/video entries.
6. ADJUDICATION
- A panel of Judges shall be selected for the adjudication of the competition;
- The NCF shall determine the composition of the panel of judges and shall appoint a member of the panel to be Chief Judge;
- The judges reserve the right not to award prizes where the entries not merit such.
7. CATEGORIES
- The words “film” and “video” are used interchangeably; the principle is “a moving picture”, whether it is shot using a video or a motion picture camera, a tablet or a mobile phone device;
- Film/Video content can relate to aspects of the economic, cultural and social reality of Barbados, for example: education, health, housing, cultural heritage, cities, work, justice, security, government, social inclusion or exclusion, race, ethnicity, environment, monuments and public space – without prejudice to intellectual, artistic, conceptual, philosophical and poetic considerations;
- Entries can also be creative works of the imagination (i.e. completely fiction).
Any of the following areas may be selected by the competitor:
a) MUSIC VIDEO
b) NARRATIVE FICTION – a film story, a work of the
imagination
a) Long Fiction: 30 minutes – 75 minutes
b) Short Fiction: 2 minutes – 30 minutes
Any of the following genres of fiction may be selected:
1. Comedy 4. Thriller
2. Musical drama (not a concert) 5. Romance
3. Historical 6. Action.
c) DOCUMENTARY (Non-fiction scripted and produced film/video)
a) Long Documentary: 30 minutes – 75 minutes
b) Short Documentary: 2 minutes – 30 minutes
d) ANIMATION
Entries in any animation style are encouraged:
2D, 3D, StopMotion /Claymation, Cut Out Animation, and Motion Graphics.
8. PRIZES
- An average score for each piece entered shall be taken. Works that are awarded average scores as indicated below will also be awarded certificates as follows:
Adult Category
Gold 91 – 100 points
Silver 81 – 90 points
Bronze 70 – 80 points
No duplicate certificates will be issued for any lost/stolen certificates. However, a letter confirming the award will be issued by the NCF, if requested.
- SPECIAL TOP AWARDS
All entries that medal in the competition will be eligible for these awards accordingly.
The following cash prizes will be awarded in each category:
- 1st Prize: $1000
- 2nd Prize: $700
- 3rd Prize: $500
The Erskine Callender Award of Excellence is in the form of a trophy and a cash prize of $3,000.00. It is presented to the highest scoring participant achieving 91% or greater in the NIFCA Film-Video competitions.
The Prime Minister’s Award for the Best Original NIFCA Film-Video Entry will be offered to recognize significant creativity and innovation in a NIFCA entry that challenges established norms in the art-form. It will comprise a cash award of $3,500.00 and a trophy.
*NEW* – 2 scholarships to the Barbados Community College will be offered towards higher training to a value of Bds $3000.00 each.
- GENERAL & INCENTIVE AWARDS
All entries that medal in the competition will be eligible for these awards.
– Incentive Awards to reward and encourage promising acts in each
discipline may be won by participants. These will take the form of a plaque and cash awards to the value of four hundred ($400.00) for an individual and seven hundred and fifty dollars ($750.00) for groups as follows:
-Best entry by a Group
-Best Newcomer to NIFCA
-*NEW*-Best Integration of Barbadian arts
– Incentive Award for outstanding participation by an Artiste(s) with Disabilities. This award comprises of a trophy and a cash award to a value of $400.00 for an individual and $750.00 for a group. To qualify, participants must specify on their entry form their wish to be considered for this award.
– The Cynthia Wilson NIFCA Producer’s Prize. This prize which takes the form of a trophy, will be awarded to recognize outstanding participation by a community leader, producer/organizer who facilitates and manages the successful participation of a group of artistes in any discipline for over five years. One prize will be awarded each year.
– In Commemoration of the 160th Anniversary of the Barbados Landship, a cash award of $2,000.00 will be offered in each discipline for any entry that effectively illustrates any aspect of this institution’s history, activities or its legacy.
– NEW*- The Business Entrepreneur Prize. This prize is awarded in all disciplines and is valued at $15’000.00. It will be awarded for works that demonstrate entrepreneurial value for further investment in product development. This prize will be awarded to an adult Gold Awarded Barbadian filmmaker whose works involves several cross-sector services
– *NEW* 50th Anniversary of NIFCA Award – this prize will be awarded to the Most Outstanding entry in the NIFCA Film-Video 2023. The prize will take the form of a Trophy and a cash prize of $2000.00.
– Certificates of Achievement. These will be issued to authors / directors / set-designers/costume-designers/accompanists in recognition of their contribution to award-winning acts. These certificates will bear a gold, silver or bronze seal according to the level of award won by the entry.

Adherence to Theme, Concept, Style

Approach to Subject Matter
An average score for each selection entered shall be taken. Participants who perform selections that are awarded average scores as indicated below will also be awarded certificates as follows:
Adult Category
Gold 91 – 100 points
Silver 81 – 90 points
Bronze 70 – 80 points
The deadline for delivery of completed film/video entry forms and entries to the National Cultural Foundation is Monday, October 23rd, 2023 by 11pm.
