PUBLIC–PRIVATE PARTNERSHIP FOR THE PRODUCTION OF THE PARTY MONARCH COMPETITION – CROP OVER 2026
1. PURPOSE, CONTEXT AND NATIONAL SIGNIFICANCE
The National Cultural Foundation (“NCF”) invites Expressions of Interest from suitably qualified Promoters or Promoter Consortia to enter a structured Public–Private Partnership (“PPP”) for the production and delivery of The Party Monarch Competition 2026, one of the most commercially significant and culturally influential music events within the Crop Over Festival.
The Party Monarch Competition is one of the primary stages for Soca performance during the season. The Event also helps define the sound and energy of Crop Over each year, while supporting the wider network of musicians, producers, performers, and technical professionals who drive the creative economy.
As such, The Party Monarch Competition must be delivered as both a competition and a performance benchmark, requiring a production standard that ensures fairness, consistency, and high-quality execution.
The Party Monarch Competition is being positioned as a premium, high-performance competition production, expected to deliver strong audience turnout, commercial returns, and a standard of execution consistent with its national importance.
The Event is a significant co-investment opportunity requiring financial capacity, operational control, and measurable performance.
2. EVENT DEFINITION AND PRODUCTION STANDARD
The Party Monarch Competition 2026 will be staged on Sunday, July 12th at the National Botanical Gardens commencing at 4:00 p.m. It will be delivered as a large-scale, live Soca competition featuring multiple performers within a structured and adjudicated format.
The Event demands a level of execution that goes beyond standard entertainment production. The Promoter must deliver a technically consistent, high-energy environment that supports fair competition, maintains audience engagement, and operates with precision throughout.

3. STRATEGIC OBJECTIVES
The delivery of The Party Monarch Competition 2026 is intended to elevate the standard of Soca competition production in Barbados, strengthen artiste visibility and commercial opportunity, and enhance the audience experience through improved production and event design.
It is also intended to expand sponsorship participation, support the broader creative ecosystem, and establish a more structured and commercially viable model for future festival events.
4. PPP STRUCTURE AND COMMERCIAL MODEL
The Party Monarch Competition will be delivered under a structured PPP model, with detailed terms to be finalised at the RFP stage.
Prize monies will be fully funded and administered by the NCF and are excluded from the commercial structure. The Promoter will be responsible for financing and delivering all production and commercial elements of the Event.
Applicants should anticipate a total production budget in the range of one million dollars with the Promoter contributing a substantial portion through capital, sponsorship, and revenue generation strategies.
All revenues will be managed through a dedicated Event Account, ensuring transparency and auditability. A structured revenue waterfall will apply, governing cost recovery and surplus distribution.
This is a shared-risk, performance-based model, and revenue is not guaranteed.
5. ROLES, RESPONSIBILITIES AND GOVERNANCE
The Promoter will be responsible for production, sponsorship, ticketing, operations, and overall event delivery. The NCF will retain authority over all competition-related elements, including rules, judging, and results.
Oversight will be exercised through a Joint Oversight Committee with authority to approve key decisions and intervene where necessary to protect competition integrity and national reputation.
6. PERFORMANCE FRAMEWORK
Performance will be assessed against a structured KPI framework, including attendance, revenue, sponsorship, production quality, event flow, audience experience, financial compliance, and environmental performance.

7. CAPABILITY AND FINANCIAL REQUIREMENTS
Applicants must demonstrate experience delivering large-scale, high-energy events, particularly those requiring strict timing and multi-artist coordination.
Financial capacity must be evidenced through appropriate documentation, including financial statements, bank references, or indicative sponsor/investor commitments.
Applications that do not demonstrate sufficient capability or financial capacity will not be considered.
8. RIGHTS, BRANDING AND INTEGRITY
The Party Monarch Competition brand and competition structure remain the property of the NCF. All sponsorship, branding, and commercial activity must be approved and must not compromise competition integrity.
9. COMPLIANCE AND REGULATORY REQUIREMENTS
The Promoter must comply with all legal and regulatory obligations, including safety, insurance, environmental protection, and statutory approvals.
10. PROCUREMENT TIMELINE
Submissions close on Wednesday, May 20th, 2026. Shortlisting will follow within ten business days, with the RFP stage conducted during May and final selection by the end of the month. Delivery milestones will be established immediately thereafter.
11. FREQUENTLY ASKED QUESTIONS
Is this a funded opportunity?
No. While prize monies are funded by the NCF, the Event operates as a co-investment PPP. The Promoter is responsible for financing production and recovering investment through commercial activity.
Are prize monies part of the Event budget?
No. Prize monies are separate from the Event’s commercial structure and are administered directly by the NCF.
What level of financial commitment is expected?
Promoters should be prepared to contribute a significant portion of the Event budget, typically within the range of 40% to 60%, through a combination of capital and secured sponsorship.
What are the primary revenue streams?
Revenue is expected to be generated through ticket sales, sponsorship, concessions, and other commercial opportunities aligned with the Event.
Is there any guarantee of profitability?
No. This is a performance-based model. Financial outcomes will depend on execution, market response, and sponsorship success.
Who controls the competition?
The NCF retains full authority over competition rules, judging, and results. The Promoter is responsible for the environment in which the competition is delivered.
What is the expected standard of production?
The Event must deliver consistent, high-quality sound, efficient stage transitions, and a tightly managed run-of-show. Production must support both live performance and digital capture.
What level of marketing support is provided?
NCF will provide national-level visibility; however, the Promoter is expected to lead and finance the primary marketing and audience development strategy.
Will sponsorship categories be restricted?
Yes. All sponsorship categories and brand associations must be approved by the NCF to ensure alignment with the Event and festival.
Can promoters secure exclusive sponsorships?
Exclusivity may be considered within approved categories, subject to overall commercial strategy and NCF approval.
Will the Promoter control ticket pricing?
The Promoter may propose a pricing strategy, but final approval rests with the NCF to ensure alignment with market positioning and accessibility.
What are the expectations for audience experience?
The Event must ensure efficient entry, adequate amenities, strong crowd management, and an engaging atmosphere throughout.
What happens if the Event runs behind schedule?
Failure to maintain the approved run-of-show will be treated as a performance issue and may impact financial outcomes.
What happens in the event of poor production quality?
Production failures, particularly in sound or event flow, will negatively impact performance evaluation and may result in penalties.
Can international promoters apply?
Yes, provided they demonstrate an understanding of the Barbadian context and have the capacity to deliver locally.
Can consortia apply?
Yes. Joint ventures are encouraged where they strengthen delivery capability.

Submissions will be evaluated, shortlisted applicants will be invited to the RFP stage, and a final partner will be selected.
